New York Insurance Licenses: Frequently Asked Questions

What are the education requirements to become an Insurance Producer?
The prelicensing requirements are as follows:

License Minimum Required Hours
Life, Accident and Health Agent 40
Life Agent Only 20
Accident and Health Agent Only 20
Personal Lines Agent 40
Personal Lines Broker* 40
Property/Casualty Agent 90
Property/Casualty Broker* 40

*If applying for a broker license, you may submit a Statement of Employer form to the Department in lieu of completing a prelicensing course.

Are their any exemption from prelicensing education?
Individuals with a CLU or CPCU designation are exempt from the prelicensing education requirements for agents and brokers. In addition, these individuals only need to take the Laws and Regulations examination in order to be licensed.

What are the license requirements for new residents previously licensed?
If you are currently licensed or have been licensed in another state, the education and examination requirements may be waived. You must submit:

  1. Resident license application with a currently dated (within 30 days) Letter of Certificate or Letter of Clearance from your former home state. The Letter of Certification or Letter of Clearance must indicate you have been licensed in the areas of insurance you are applying for in New York and that the license has been in good standing with the last 90 days.

What are the license requirements for non-residents?
If you wish to obtain a New York state nonresident license, you must submit a New York license application and the appropriate fees. You must be currently licensed and in compliance with your declared home state. You license information must be included in the National Producer Database. If not, certification from your home state must be included with your application.

Can I complete the program at home?
You are able to complete the Life, Accident and Health Agent training at home. Property/Casualty training must be completed in a classroom.

How do I know in which lines of insurance I need to be licensed?
The manager who has expressed interest in hiring you knows which lines of insurance you’ll be selling. Contact him/her to find out which coursework you’ll need.

How do I apply for an insurance license?
After passing the license examination (if an examination is required), you will submit your license application to the Department, along with any other required paperwork for the type of license you are seeking.
