SBS Systems Oregon
The Oregon Insurance Division will go live with a new back-office software solution,
State Based Systems
(SBS) on May 7, 2012.
As of
May 7, 2012
, the Oregon Insurance Division is switching to a data-based system for all insurance licensees. This transition from a primarily paper-based licensing and renewal system will be implemented by this date and will render all "paper" transactions obsolete.
Quoting from the SBS website:
State Based Systems (SBS)
is an electronic system owned by the
National Association of Insurance Commissioners (NAIC)
and enhanced in partnership with state insurance departments. SBS software leverages Licensing Environment Online (LEO), a proprietary web-based system developed by Aithent and licensed for use by the NAIC. The purpose of the SBS initiative is to provide a comprehensive, Web-based application for use by state regulators in support of insurance regulatory functions. Our goal for SBS is to enable your state insurance department to more efficiently and effectively process license applications, renewals, inquiries, complaints, enforcement actions, etc. with a minimum of effort and remain compliant with national uniformity initiatives.
Here's what the SBS brings to the table and the changes you will encounter:
License numbers for individuals, business entities and insurers will change as of May 7, 2012:
For individual licensees, your producer number will change to the NAICs National Producer Number (NPN). This information will be available through the License Lookup feature tool on May 7th. All licensed producers already have this number assigned to them and can be viewed by accessing the
National Insurance Producer Registry
(NIPR) and providing the required information. Business entities may use the same portal to get their business entity producer number.
For insurers, the new Certificate of Authority (company) registration numbers will be available on May 7th by accessing the
Company Lookup tool
.
License Copies and Print-outs:
Licensees will be able to obtain a PDF license via the SBS License Print or Online Licensee Services (OLS). Every time a major change happens to the licensee's record, a free printing of the license will be available.
Education Transcripts:
New to Oregon licensees, you will be able to view your CE transcripts in real-time. The education providers will report CE course completions directly to the state, therefore licensees will no longer have to submit their CE data themselves.
NOTE
: For the next two year renewal cycle, licensees will continue to report and CE courses they took PRIOR to May 7, 2012 to the Oregon Insurance Division by submitting paper documentation/electronic (email/fax/snail mail). Any courses taken after May 7 will be reported by the educational providers.

I encourage you to take a look at the SBS site and the NIPR site to familiarize yourself with what will soon come to light in Oregon. There is a trend to digitize almost everything concerning education in just about every state and Oregon is no different.
Finally,
please be aware
that there is a $1.00 fee per credit hour that will be assessed the educational providers for the mandatory use of this reporting service. You can reasonably expect some of the providers to raise the cost of their courses by $1.00 per credit hour as a "pass through" fee to the students.
